Founding Partner
Prof. Dr. H. Hakan YILMAZ
Yılmaz completed his master's degree in Public Policy at Columbia University in New York (1998) and his doctorate in Finance at Hacettepe University Social Sciences Institute with a thesis titled "Quality Issues in Fiscal Adjustment in Stabilization Programs" (2006).
He worked in the public sector for nearly 20 years in various positions: as assistant auditor and auditor at the Turkish Court of Accounts (1988–1992), as expert assistant and expert at the State Planning Organization (1993–2008), and at the World Bank in Washington DC for 6 months (1998). Between 2019 and 2022 he served as Chief Technical Advisor on the UNDP-managed Local Government Reform Phase 3 Project.
He retired from Ankara University Faculty of Political Sciences, Department of Finance in November 2021, after serving full-time from 2008. He continued academic work at Atılım University, Faculty of Business, Finance Department (2021–2023).
International projects include: Swedish Association of Local Authorities and Regions, EU-IPA Strategic Management, EU-IPA Disadvantaged People, EU Facility for Refugees in Turkey (FRiT I-II), Prime Ministry Government Programme Monitoring System, UNDP Turkey National Human Development Report, multiple UNICEF projects, ILBANK international investment projects, and KOSGEB (EBRD) international project consulting.

Dr. Volkan ERKAN
Volkan Erkan began his academic career with a BS in Agricultural Engineering from Ankara University (1981–1985), then earned an MBA in Management Information Systems from Claremont Graduate University (1997–1998), and a PhD in Business Administration with a thesis on Strategic Planning in Public Organizations from Hacettepe University (2000–2007).
Over a 30-year career he has held positions including lecturer at Istanbul Technical University, specialist at the State Planning Organization and Ministry of Development, and advisor to the Deputy Minister at the Ministry of National Education.
His responsibilities have included monitoring and evaluation of infrastructure projects, guiding public institutions on project planning and project cycle management, preparation of public investment programs and reports, and oversight of corporate governance processes.
Erkan has worked with national and international organizations, specializing in monitoring and evaluation, data demography, statistical analysis and management. He currently works as a freelance consultant on projects with the World Bank, UNICEF, ECORYS and others.
